Why the "Redaction" design? Carney's government has implemented faster, automated, and more rigorous, deletion protocols for internal records, a move that critics say reduces transparency. Among numerous reasons why this is bad, these faster deletion rates are eroding the ability to properly apply the Access to Information Act. This means government transparency will be opaque and accountability will be even lower than it has already been. The other reason for the redaction design is due to Bills C-22 as well as the government sealing Covid-19 vaccine injury files and internal reports for 15 years. Officials cited the "sheer scale" of these records—several million pages—as the reason for the long processing time. The Vaccine Impact Assistance Program (VIAP), which replaced the third-party-run Vaccine Injury Support Program (VISP) on April 1, 2026, has also faced significant backlogs. This is due to a higher-than-anticipated volume of claims—over 3,500 applications since 2021 and counting.
